I have re-written the first paragraph to reflect the situation that Python now comes pre-installed most of the time and that many Python users are on windows.

It is now slightly longer. Maybe we can just leave out the bit about the PATH, since people who do not know how to start a program from the command line will probably not know how to change the search path either and we should direct them to the admin directly.
